@SeamLouis-- Oh yea, mildew is harmful. Lots of people are allergic to it and it can cause respiratory problems if inhaled for long periods of time. There is even a type of mold called black mold that's very toxic and dangerous. So if I were you, I wouldn't mind using a little bit of chemical to prevent more health issues in the long term. I also agree that you need to have your ventilation checked out. And you might want to consider getting the floor and walls insulated. There are anti-mold insulation materials that are guaranteed to prevent mold and mildew.

@SteamLouis-- I don't love bleach either but it does work very well for mildew. You can mix it with water and use it to wipe down the wall. I'm sure the mildew will be gone for good. Use gloves and a paper mask if you want and keep windows open while you do this.

If the mildew returns or starts showing up in more places, it means you generally have poor ventilation and too much moisture in your basement. Unless you resolve the underlying cause, the mildew will show up again and again. So I do recommend bleach, but I also recommend reducing moisture and getting more air flow in there if you want to nip this problem in the bud.

I noticed some mildew on one of the corners of our basement wall a few weeks ago. I was looking for an eco-friendly and non-toxic solution for it so I used a mixture of vinegar and water to clean it. It seemed to work relatively well for a week but now it's back again. I guess I'll try baking soda next but if this doesn't work either I might have to use a chemical based cleaner. I don't prefer to but mold isn't very healthy either.
